It appears that WhatsApp is planning to launch a language feature that will allow users to chat with their friends and acquaintances users in their own language.

Translate feature asks users to sign in using a social network. The next page wants to setup your profile and choose the language you want to help with.
Now choose a project to translate:

As soon as you are done you can start with the translation. WhatsApp will provide the sentences in both the languages, English and your selected language. All you have to do is to approve, reject or suggest the correction. The recently completed, (un)approved translations as well as the top contributors are also shown on the page.
